    Property taxes and utility bills can be paid online through your financial institution.

    Note: Online payments can take 3-5 business days to reach our office. Please take this into consideration when paying before the October 31st due date as interest may be added if received late.

    Payment Methods

    The RM of St. Clements accepts payments via:

    • Mail
    • In-Person at the Municipal Office
    • Online Payments by Visa/Mastercard and Visa Debit Cards
    • Financial Institutions
    • Online (Internet) or Telephone Banking
    • Pre-authorized Payment Plan

    Online payments can take 3-5 business days to reach our office. Please take this into consideration when paying before the October 31st property taxes due date as interest may be added.

    Also, make sure you know your daily and/or transaction processing limit when making credit card payments. Credit card Rewards are earned on entire purchase, including fees.

    Please allow sufficient time for payment to reach the office before the penalty date indicated on the statement.

    In Person at the Municipal Office

    In-Person at the Municipal Office:

    Payments by cash, cheque, and debit can be made during business hours from 8:30 – 4:30 pm at the Municipal office at 1043 Kittson Rd, East Selkirk.  Night deposit is also available (no cash accepted in the night deposit).  All cheques must be payable to the RM of St. Clements. Cheques are conditional payment until honoured. Penalties will apply for any dishonoured payment.

    OptionPay is also available for credit/debit card payment at the front desk. .

    How to pay your property tax or utility bills online

    Set up bill payment through one of the financial institutions listed below. Click on a logo below as a shortcut to the financial institutions that we have partnered with to provide this online payment service

    To set up a bill payment, access your existing online bill payment system through your financial institution’s website

    Add the R.M. of St. Clements as a Payee. Find your financial institution below to find the name used by yours

    If you are having trouble finding the R.M. of St. Clements as a Payee type the word ‘CLEMENTS’ into the search bar.

    For property taxes, use your roll number as the account number. To convert your roll number into an account number drop any zeros at the start of the number, ignore the decimal, and add any numbers after the decimal.
    Example 1: roll number 00012345.123 would be account number 12345123
    Example 2: roll number 00054321.000 would be account number 54321000
    Example 3: Your account number must have 6-9 digits. If there is extra space add zeros to the end. Roll number 38570 would be account number 38570000

    For utility bills, add your utility number as the account number

    Pay with Option Pay

    Through OptionPay, our third-party payment processor, for a nominal processing fee you can make card payment through our website using the “MAKE A PAYMENT” link, on your smart phone by scanning the QR Code on the website, available at the  municipal front desk and outside on the door. All processing fees are charged by OptionPay and are not received by the Municipality.

    ***NOTE: Credit Card Payments cannot be accepted for properties in tax sale – to pay with credit card please contact tax services.

    What is OptionPay?

    OptionPay is a payment card system the RM of St. Clements uses for its online credit/debit card transactions. You can find out more information about OptionPay by visiting their website here.

    Is there an added fee for using OptionPay to pay my RM of St. Clements bills with my credit card?

    Yes All transactions carried out through OptionPay follow a tiered schedule, starting at a minimum fee of $2.00. To see the full fee schedule for using this payment option, please visit their fee schedule here.

    Why is there an added fee to pay with credit card?

    The fees are administered through the Option Pay program for the use of their service, and not through the RM of St. Clements.

Please note that the RM of St. Clements takes no responsibility for, and accepts no liability, in the event of security breaches, technical difficulty, or other issues that may arise from your use for OptionPay.
