    Exciting Opportunity for the Henderson Catchment Area

    New sewage infrastructure is an important part of the RM’s commitment to protecting the health of our natural environment and our residents, both for today’s St. Clements families and for future generations. Allowing property owners the opportunity to connect to the Henderson catchment area sewer system will assist in the transition away from septic fields to more environmentally friendly ways of managing household waste. The provincial government has prohibited both new and replacement septic fields in the Red River Corridor, due to the sensitivity of the area and the harmful substances they can expose. In addition, the sewer system will improve home resale value and will greatly reduce how frequently holding tanks will need to be pumped out, in turn saving you the cost of regular pump outs.

    Taillieau Construction will be installing two sewer lines that will be pushed from the Lockport Treatment Plant to the lagoon in East Selkirk. Soon businesses and homes interested in the service along Henderson Hwy, from the Old River Road area north to the Lockport Business area will be able to take part in our sewer connection presale. This includes all roads west and east (up to the railway tracks) of Henderson Hwy.

    If you buy into the municipal sewer collection system, the RM will ensure the service is brought to your property line and terminate it at the curbstop located at the property line. We anticipate to install the service lines and curbstops in Fall 2022. The property owner would then be responsible for all work on private property.

    In addition to the payment in full option, we are also evaluating a LID payment option for residents within the catchment area. This will allow property owners to buy into the system and repay the borrowed amount over a 20 year term as an annual property levy amount added to property taxes.

    The deadline to participate in the LID or make payment in full will now be May 31, 2022. Those residents that wish to voluntarily participate in this presale opportunity will be expected to connect to the system by July 1, 2025. The reason for this set connection date is due to it being a voluntary option to hook up.

    A reminder that the presale will be on a first come first serve basis until the end of May 31, 2022 or until all the 290 REU’s are presold (REU – is typically one household. This does not mean that we have 290 connections available).

    If you wish to participate in the sewer connection presale by either payment in full or the LID payment option, please contact or visit our office to arrange payment and sign the connection agreement.
