Henderson Sewer Connection Update – Half Reserved
Over half of the currently available municipal sewer conveyance capacity in the RM of St. Clements Henderson Catchment Area has been reserved! The Henderson Catchment Area is known as the area between the Red River and the CEMR railbed from the Old River Road area north to Lockport is within the Red River Corridor and has been prohibited from installations of both new and replacement septic systems due to the sensitivity of the area. There is now available municipal low pressure sewage treatment capacity in this region for those new to the area, those who face aging or failing private on-site septic systems, or anyone ready to transition to a more environmentally friendly way to treat wastewaters.
The municipal contract for installations of service line extensions terminating at a curbstop located at participating property lines has been awarded to Southwood Ventures Inc. and work will commence in Spring 2023. Only those who have voluntarily enrolled for the HCA sewer presale will have curbstops installed. The first properties to receive their curbstops will be those who have paid cash in advance, followed by those who are paying via the Local Improvement District levy subject to the approval of the Municipal Board. Anyone not wishing to participate in the pre-sale at this time will not be affected.
Open Houses are scheduled at the Narol Fire Hall on January 30th and February 9th at 6:30pm and everyone within the catchment area are encouraged to attend.
A Public Hearing is scheduled for Feb 21, 2023 at 6:30pm at the Municipal Office for anyone paying via tax levy through the Local Improvement District. Property owners will receive formal notice of the Public Hearing in the mail along with a connection agreement. Property owners who wish to be entered onto the LID and who have not yet signed a connection agreement must return a signed copy to the RM office by no later than February 15th, 2023.
Property owners are responsible to make the connection from their private systems to the low-pressure sewer curbstop, and are encouraged to reach out to qualified contractors to obtain a minimum of three relevant quotes specific to their property and set up. The municipality has extended the date for which properties participating in the presale to connect their dwelling to the curbstop an additional year now to July 1, 2026. Property owners fronting Henderson Highway will be contacted in advance of the work to determine the preferred location of the curbstop. This is being done in advance of the installations so application and approval can be made to Manitoba Transportation & Infrastructure before the work begins within the provincial right-of-way. Participating properties fronting municipal rights of way will be contacted for their preferred location as the work progresses shortly before work commences.
