The RM of St. Clements is continuing efforts to meet provincial regulatory requirements while working to preserve public access to an artesian water source in the Beaconia area. Below is a summary of current progress:
1. Compliance Plan in Development
We are finalizing a Compliance Plan to submit to the Province in response to the sealing order issued under the Groundwater and Water Well Act. This plan proposes drilling a new artesian well beside the existing one that does not require disinfection, while also preparing for the possibility of disinfection if required after testing. The goal is to maintain similar public access through a pail/jug fill system, with flow control and regular water testing to meet standards.
2. Test Well Drilling Now Underway
To support this plan, the RM has contracted a licensed well drilling company to begin test well drilling at the current site. These test wells are necessary to find a suitable location for a new artesian well that meets both performance and environmental standards.
Importantly, the RM’s goal is to avoid any permanent closure of the existing Beaconia Well until a new, approved replacement is in place and the Province signs off on the plan.
3. Budgeting and Public Reporting
This work is included in the RM’s 2025 Financial Plan, and Council expects to receive a full report on the test well findings and compliance plan by July or August 2025, depending on the timing of testing and provincial review. Once finalized, the report will be shared publicly with residents.
Our intent remains clear: to continue offering public access to a safe, compliant artesian pail/jug fill system, in the same spirit and function as the original Beaconia Well.
