You can easily pay your taxes and utility bills through online banking by adding the RM of St. Clements as a payee:
For taxes:
- Search for "Clements" or "RM of St. Clements" in your online banking.
- Select "RM of St. Clements (Taxes)" from the options.
- Use your Roll Number (e.g., 123456) as your account number. If your Roll Number starts with zeros, drop them. If your bank requires more than 6 digits, add zeros to the end (e.g., 123456000).
For utility payments (water/sewer & curbside):
- Use the same payee name for utility payments.
- Enter your utility account number as the account number.

These steps will assist the survey crews in locating, inspecting and/or surveying your property.
Please understand that time does not allow the survey crews to meet with you onsite while processing your application.
Once your lot grade application has been completed in the field, it will be emailed directly to
Red River Planning who will release the information along with your building permit.
Once your culvert application has been completed by our staff, you will be notified by phone of the required length and diameter, followed up with a copy in the mail. You are responsible for the purchase and installation of the required culvert.

Landfill and Transfer station
- Summer hours run from April 1 - October 31
- Winter hours run from November 1 - March 31
- landfill and all transfer stations are closed for statutory holidays – New Year’s Day, Louis Riel Day, Good Friday, Easter Monday, Victoria Day, Canada Day, August Civic, Labour Day, Truth and Reconciliation Day, Thanksgiving Day, Remembrance Day, Christmas Day, Boxing Day
- Please do not leave garbage outside the gates after hours. This is not allowed under our bylaws, can potentially attract wildlife and leaves a mess for attendants to clean up.
- Residents are required to show their QR Code Waste Facility Card when they visit the Landfill or Transfer Stations, if you require a card, please contact our office
- During a burn ban transfer stations will NOT accept burnables.
- Transfer stations are not allowed to burn and these burnables accumulate and become a fire hazard
- Alternatively, the burnables can be taken to Libau Landfill for a fee and they will be buried
- Effective May 11, 2023, Dunning Waste Transfer Station will not be accepting combustible materials for burning. Combustible materials will still be accepted at all other waste transfer/disposal sites operated by the RM
