New Solid Waste and Recycling Collection By-Law

Over the past five years, Council of the Rural Municipality of St. Clements have offered a curbside collection service through a special service levy (By-Law 3-2018) which expires June 30, 2023. With almost 2,000 homes included in the program, it has been very successful.

The collection service area has been expanded due to resident interest to include residential properties on Rd 77N and PR 435. This new expansion area will be included in the Zone 5 pickup schedule. These residents will be receiving notification of their new eligibility in the service and an opt in form to return to our offices should they wish to enroll.

Council will be passing a new Solid Waste and Recycling Collection By-Law 3-2023, with the first reading on May 23, 2023, followed by the second reading and third reading on June 13, 2023. This by-law will come into effect July 1, 2023.

With the creation of the new by-law come changes with how you will be billed for the service. In the previous by-law, the charges automatically showed on your tax statement as a Special Service Levy. You will still have charges for 2023 in the amount of $57.96 for service from January 1, 2023, to June 30, 2023. In September 2023, you will be directly billed from the RM for July 1, 2023, to December 31, 2023, and going forward billed annually for the full service year.

Curbside collection bills will be mailed out in September of each year, and will be due within 30 days. For 2023, you will be receiving a bill in the amount of $55.92 for service from July 1, 2023, to December 31, 2023. In September 2024 and September 2025, you will be sent a bill for the full year in the amount of $125.84.
